Time zone for Moscow, Russia, includes the summer (DST) time. I checked this file at SunOS, Solaris and Linux.
At Solaris you have to put the file MSK to /usr/share/lib/zoneinfo
and to set TZ=MSK in the file /etc/TIMEZONE.
At Linux you have to put MSK file to /usr/lib/zoneinfo and to create
the symbolic link /var/lib/zoneinfo/localtime to
/usr/lib/zoneinfo/MSK
New tomezone will be effective after reboot.
